The NCAUPG is a regional group of professionals and experts from state DOTs, industry and academia from north-central US states working together to promote better performing asphalt pavements and asphalt paving technology exchange. Representatives from DOTs, State Asphalt Pavement Associations, Contractors, Suppliers, and Universities serve on the conference planning committee.

- To promote uniform and consistent principles for improved asphalt pavement performance through a partnership of industry, state and federal transportation agencies and academia (state, local, provincial and federal).
- To share research, lessons learned, new and improved methods and specifications as related to the design, construction, rehabilitation, and maintenance of hot mix asphalt pavements.
- To evaluate, validate and disseminate test methods and specifications; promote industry quality of a technical nature; and to further education in asphalt related areas to all persons engaged in the design, construction, rehabilitation and maintenance of flexible pavements and asphalt mixtures.
- The North Central geographic area shall include the States of Illinois, Indiana, Iowa, Kansas, Ohio, Michigan, Missouri, Minnesota, Nebraska, North Dakota, South Dakota and Wisconsin, as well as the provinces of Manitoba and Saskatchewan.
